dc.description.abstractGender-based violence (GBV) is the most pervasive yet least visible human rights violation in the world. This operational guide serves as a resource for UNICEF practitioners and partners at global and local levels. Section 2 explores why UNICEF must further invest in gender-based violence in emergency (GBViE) programming. Section 3 details UNICEF’s approach to GBViE, including its vision, theory of change, desired outcomes and specific programming activities. The approach provides a foundation for Section 4, which details how to implement GBViE interventions during various phases of emergency response. Sections 5 and 6 outline UNICEF’s requirements for measuring results and scaling GBViE programming.en_US
